In this presentation, current emergency response practice in Japan will be reviewed in comparison with Incident Command System, which has been the de facto global emergency response concepts and principles. Even though ICS has not been practices in Japan, it is our conclusion that ICS can be adoptable to Japanese emergency response, especially in the following aspects: unity of command, span of control, operation period, unit log, and consolidated incident action plan.
