In spite of its age, IECookiesView is a very useful piece of software which helps you view the cookies from Microsoft's default browser, Internet Explorer, as well as from earlier versions of Microsoft Edge.
However, starting with the release of the Fall Creators Update of Windows 10, the latest browser stores all its cookies in the WebCacheV01.dat database, rendering IECookiesView incapable of carrying out the task.

Simply download the archive, unzip it, and run the utility via its designated executable file. Assuming that your computer is currently running the latest version of Windows 10 (Fall Creators Update 1709 or newer), you should be provided with the complete list of cookies.
View Edge cookies from both local and external sources
The GUI is quite novice-accessible, so you should have no problems in working with this app and accessing all of the provided functions. From the app's contextual menu, you can effortlessly save and copy any selected cookies from the list, as well as create instant HTML reports for individual or all the items.
In addition, you're also provided with the option of viewing Microsoft Edge cookies from external databases. To do this, simply make your way to the Options menu, select Advanced Options, and select the second option from the drop-down menu.
